Solar Panel Validation (SPV)
Individual Installer Terms and Conditions of Use

Effective Date: 29 January 2026

These Terms and Conditions (“Agreement”) govern your personal access to and use of the Solar Panel Validation (SPV) function within the Dataforce Installer App, Runabout (“Installer App”), provided by Dataforce Services Pty Ltd (ABN 26 141 841 849) (“Dataforce”, “we”, “us”, or “our”).

By using the SPV functionality, you agree to be bound by these terms and the requirements of the Clean Energy Regulator (CER) SPV Initiative. These terms apply to you as an individual accredited installer, in addition to any obligations your employer or contracting company holds under a separate Company Installer Agreement with Dataforce.

1. Definitions

Terms used in this Agreement have the same meaning as those defined in the Deed to Participate in the SPV Initiative as an Installer App Provider with the CER and the associated Technical Specifications.

2. Eligibility and Access

To access the Installer App and use the SPV functionality, you must:

• Be an accredited installer under an Approved Accreditation Scheme;
• Be registered with Dataforce either directly or through your employer or contracting company; and
• Maintain your accreditation and registration in good standing at all times.

3. Your Responsibilities

3.1 You agree to:

• Accurately scan all Solar Panel Serial Numbers at the installation site using the barcode scanner within the Installer App.
• Ensure automatic capture of time, date, GPS coordinates, and a photo of each scanned serial number.
• Provide complete and accurate information within each Data Package submitted.
• Promptly install any updates provided by Dataforce to ensure ongoing compliance.
• Deliver the Customer Record and Written Statement to your customer (or their nominee) within 3 business days of receiving them, unless otherwise agreed.

3.2 You must not:

• Submit false, misleading, or fraudulent information.
• Manually alter GPS coordinates or timestamps.
• Interfere with or compromise the integrity or security of the Installer App or SPV function.
• Share your login credentials or allow another person to use your account.

4. Delivery of Documentation

You agree to provide your customer (or their nominee) with the Customer Record and Written Statement within 3 business days of receiving them from Dataforce, unless otherwise agreed in writing.

5. Disclaimer

5.1 Verification of serial numbers does not:

• Guarantee the eligibility of a system for Small-scale Technology Certificates (STCs); or
• Represent that the solar panel has been approved, tested, or inspected beyond verification of the serial number against the database.

5.2

Use of the SPV functionality does not entitle you or the customer to faster processing of STC applications by the CER or REC Registry.

6. Suspension and Termination

Dataforce may suspend or terminate your access to the SPV function without notice if:

• Required by the CER;
• Your use compromises the integrity of the SPV Initiative;
• You breach these terms or the CER Deed requirements; or
• Your employer’s or contracting company’s Company Installer Agreement with Dataforce is suspended or terminated.

7. Privacy and Data Use

You acknowledge and agree that:

• Information submitted through the Installer App may be shared with Verification Service Providers and the CER.
• Personal information will be handled in accordance with the Privacy Act 1988 (Cth) and Dataforce’s Privacy Policy.

8. Indemnity

You indemnify Dataforce and the CER against any claim, liability, damage, or loss (including legal costs) arising from your use of the Installer App in breach of these terms or applicable law.

9. Compliance and Good Faith

You agree to:

• Act in good faith and in the best interests of the SPV Initiative and the Small-scale Renewable Energy Scheme.
• Comply with all applicable laws and the CER’s Technical Specifications.

10. Amendments

Dataforce may update these terms from time to time to reflect changes in law, regulation, or CER requirements. We will notify you of material changes before they take effect. Continued use of the Installer App constitutes acceptance of the updated terms.
